create ppa (ubuntu)

@andrewgazelka debian doesnt has ppa packages, ppa packages are for ubuntu. I think you want to release to the official Debian package repositories which can only be done by a debian maintainer for someone who isnt one they will upload thier packages to mentors.debian.net and then a maintainer will release it which takes time and we will have to upload every version and get approval. I propose to just create an .deb package and realease it, then a user can download it.
